TAIPING ISLAND — Taiwan flew international media to its largest island holding in the South China Sea on Wednesday in a bid to reinforce its territorial claims in the disputed and increasingly tense region.


Deputy Foreign Minister Bruce Linghu, who was leading the trip, said he intended to demonstrate that Taiping is an island capable of sustaining human habitation, and not simply a “rock” as the Philippines claims in a case brought before the Permanent Court of Arbitration. Islands are entitled to territorial waters, an exclusive economic zone and other rights not enjoyed by mere rocks.


Two dozen journalists were flown to the island aboard a Taiwanese air force C-130 transport plane that landed on an airstrip on Taiping guarded by coast guard sentries with rifles. They were shown the island’s post office and its fresh water well, and were to later visit the harbor and a traditional Chinese temple.


The Philippines, along with Vietnam, also claims Taiping. Critics say Manila is seeking to have Taiping designated a rock to avoid having to share an exclusive economic zone with its own nearby island of Palawan.


The Philippines “distorted the facts and misinterpreted the law” in its arguments, Linghu told reporters at a pre-trip briefing Tuesday in Taipei, Taiwan’s capital.


Manila’s case, which has been rejected by China, aims to challenge Beijing’s blanket claim to virtually the entire South China Sea. Yet it threatens also to harm relations between the Philippines and fellow pro-U.S. democracy Taiwan.


Taiwan, which lacks diplomatic ties to negotiate with the five other governments with territorial claims in the South China Sea, has increasingly turned to public diplomacy to reinforce its own claims.


Taiwanese President Ma Ying-jeo paid a visit to Taiping in late January, drawing rare criticism from the United States, Taiwan’s key ally, which has urged all parties to avoid steps that might raise tensions. Although Taiwan’s claim to almost the entire region overlaps with China’s, Ma has sought to cast Taiwan as a peaceful, humanitarian player in the region.


Taiwan operates a 10-bed hospital, a lighthouse and a fishing industry aid station on 46-hectare (110-acre) Taiping, also known as Itu Aba, which has a population of around 200 mostly coast guard personnel. It is spending more than $100 million to upgrade the island’s airstrip and build a wharf capable of allowing its 3,000-ton coast guard cutters to dock.


Roughly 2,000 kilometers (1,200 miles) south of Taiwan, Taiping is the largest naturally occurring island in the South China Sea’s disputed Spratly Islands.


However, it has recently been eclipsed in size by artificial islands China has built by piling sand on top of reefs and shoals, and then constructing housing, ports, airstrips and other infrastructure. The United States and others say Beijing is exacerbating tensions in the strategically vital region, while China accuses the U.S. of militarizing the area by ordering Navy ships to cruise in defiance of Beijing’s claims.


Malaysia and Brunei also say parts of the strategically vital sea belong to them. The dispute now threatens to draw in Indonesia, whose sea border abuts China’s vague, unilaterally declared boundary around the South China Sea known as the nine-dash line.


Indonesia this week detained the eight crew members of a Chinese vessel it accused of fishing illegally in its waters, while China says the ship was being “harassed” by an armed Indonesian government boat.

MANILA, Philippines – The Sandiganbayan has issued a hold departure order (HDO) against Pangasinan Gov. Amado Espino, who was charged with graft over black sand mining in Lingayen Gulf.


The Bureau of Immigration should not allow Espino to leave the country without clearance, magistrates of the anti-graft court’s sixth division chaired by Associate Justice Rodolfo Ponferrada said in a directive issued yesterday.


Espino’s co-accused – former provincial administrator Rafael Baraan, former Pangasinan Housing and Urban Development coordinating officer Alvin Bigay, Cynthia Camara and Lolita Bolayog of Alexandra Mining and Oil Ventures Inc. as well as Michael Ramirez, Gina Alcazar and Avery Pujol of Xypher Builders Inc. – were also barred from leaving the country.


In filing the charges last week, the Office of the Ombudsman said Presidential Proclamation 1258 declares Lingayen Gulf as an environmentally critical area. 


Graft probers said the respondents should be held liable for authorizing unlawful magnetite extraction in favor of an unqualified contractor. The government lost P10.7 million when the extracted minerals were exported to China, they added.


The anti-graft court has yet to act on the motion for reconsideration that Espino filed.


In a text message to The STAR, provincial information officer Orpheus Velasco said Espino is not bothered about the HDO.

MANILA, Philippines – Both Sen. Grace Poe and Davao City Mayor Rodrigo Duterte were happy to lead in the latest Pulse Asia survey.


Poe thanked the Filipinos for giving her the consistent lead in Pulse Asia’s surveys.


“Once again, with humility and gratitude, we thank the Filipino people for getting us to the top of the latest Pulse Asia survey,” Poe said in a statement. 


“We owe it to them for making their voices heard on their choice for the next president,” she added.


On the other hand, Duterte said he is just hopeful.


“There is hope. But elections is still far away,” Duterte said.


Duterte’s campaign manager, outgoing Bohol Mayor Leoncio Evasco Jr. of Maribojoc town, said they expect Duterte’s ratings to rise as May 9 draws closer, crediting the latest gain to the public’s clamor for change.


“We are where we are comfortable right now. We expect to gain more points as we move toward the second half of the campaign,” Evasco said.


“There is this growing ground swell of discontent among the people and they see in Duterte the strong leadership that the country has been wanting over the last decade,” he added.


Poe’s camp said that it will make use of its campaign to explain their brand of governance, “Gobyernong May Puso” to the Filipinos while Duterte’s camp said “persistence is the key to victory.”


“With about a month and a half remaining in the campaign period, there will be no letup in our efforts to get to the people to explain what Gobyernong May Puso can do for them,” Poe said.


“We will be steadfast in connecting with the people and earning the highest mandate come May 9,” she added.


On Monday, Poe and Duterte shared the top spot as the most preferred president as they are statistically tied in Pulse Asia’s Surveyconducted from March 8 to 13 with 26 and 25 percent, respectively.  The survey was held a week after the Supreme Court allowed Poe to run.


Vice President Jejomar Binay’s spokesperson Rico Quicho said the presidential race continues to be tight and claimed that all candidates are statistically tied. Manuel “Mar” Roxas II also said the candidates are in a close fight.

ST. PETERSBURG, Fla. — Moments after a Florida jury hit Gawker Media and its founder with $25 million in punitive damages for publishing a sex tape of Hulk Hogan, the former pro wrestler told a gaggle of reporters that he and his legal team “made history.”


Hogan said Monday evening that he thought “we’ve protected a lot of people from going through what I went through.”


The smiling 62-year-old, who wore all black throughout the three-week trial, added that he’s been overwhelmed with support by fans.


“Everywhere I show up, people treat me like I’m still the champ,” he said.


On Monday, the jury hit Gawker Media with a $15 million judgment and its owner, Nick Denton, with $10 million.


It also assessed $100,000 against A.J. Daulerio, the Gawker editor who decided to post the edited sex video and wrote the post that accompanied it.


The punitive damages come on top of $115 million the jury imposed Friday after two weeks of trial.


Hogan sued Gawker after it posted a video of him having sex with his then-best friend’s wife. Hogan said he didn’t know he was being taped.


The president and general counsel of Gawker Media said in a statement that the media company expects the multimillion dollar award will be overturned by an appeals court.


Heather Dietrick said in an email Monday night that because the jury was prohibited from knowing about “prior court rulings in favor of Gawker, prohibited from seeing critical evidence gathered by the FBI and prohibited from hearing from the most important witness, Bubba Clem,” that an appeals court could overturn the case.


“We are confident we will win this case ultimately based on not only on the law but also on the truth,” she said.


Hogan’s lawyer had asked jurors Monday to add punitive damages to the $115 million judgment. Gawker’s lawyer pleaded that the existing verdict was already “debilitating” for the company.


During brief closing arguments Monday, Hogan’s lawyer Kenneth Turkel said Gawker Media’s gross revenues in 2015 were $48.7 million and that founder Nick Denton has a total of $121 million, including a $3.6 million Manhattan condo. Gawker Media is worth $83 million, the lawyers said.


Daulerio, the editor, has no assets, the lawyers said. They said Daulerio has $27,000 in student loan debt.


Turkel had asked the jury to decide on a punitive amount as both punishment to Gawker and a deterrent to other media companies.


Jurors have “an ability to send a message,” Turkel said, adding that Gawker acted with reckless disregard when it posted an edited version of the sex video.


Michael Sullivan, representing Gawker, said, “The $115 million judgment “is punishment enough” and “is already far beyond their means.”


“The amount of that verdict could already be debilitating for Gawker Media,” Sullivan said.


“Your verdict will send a chill down the spine of writers, producers and publishers,” he added.


One juror, 35-year-old Salina Stevens, told reporters that watching the video posted by Gawker finally convinced her to find for Hogan.


“I believe his privacy was violated, and that’s not OK,” she said. “The video was worse than I expected … not so much the sex part of it but the conversation. I just feel like if he knew he was being videotaped, he would not have spoken about the things he spoke about.”

Robert Bruce Ford, the controversial former mayor of Toronto, passed away at the young age of 46 after a long battle with cancer. He left behind his wife, Renata, and two young children, Stephanie and Dougie. His own father died of a different type of cancer in 2006. What type of cancer did Rob have and what type of treatments was he seeking?

He Died of a Rare Form of Cancer Called Pleomorphic Liposarcoma

Ford had been battling pleomorphic liposarcoma, a cancer that grows in fat cells, for a long time. Although the exact cause of his death hasn’t been released, it was recently reported that his latest rounds of chemotherapy had failed. His family released the following statement:


In 2014, he dropped out of the Toronto mayor race after being hospitalized for cancer. His brother, Doug, entered the race in his place and lost the election.


Pleomorphic liposarcoma is an aggressive cancer found in the fat cells. It’s extremely rare and grows fast, according to Live Science. Sarcomas are cancers that begin in the soft tissue, such as fat, joints, muscles, nerves, or blood vessels. Soft tissue sarcomas are very rare, adding up to less than 1 percent of all adult cancers. Ford’s cancer is the rarest of the liposarcomas.


In May 2015, Ford had cancer surgery to remove a large and dangerous tumor from his abdomen, CBC reported. He was released from the hospital two weeks after the surgery. At the time, he said he told his children that he was going to be OK, but it was very emotional explaining his illness to his kids.


In October 2015, Rob Ford was hospitalized at Mount Sinai Hospital with abdominal pain. Doctors found a tumor that they were 99 percent sure was malignant, CBC reported. Rob said that his family was caught off guard by the discovery. “All I can do is fight, and I’ll keep fighting until the day I die,” he said.



He Was Receiving an Experimental Chemotherapy Treatment


Rob Ford has been receiving a targeted chemotherapy treatment called the Panov program at Mount Sinai Hospital. Pieces of his tumor are implanted into mice, grown for about three months, and then different types of chemo treatments are tested to see which work best, CBC reported. The success rate can be high for this type of treatment, but Rob’s cancer may have already progressed too far.


He leaves behind his wife, Renata, and two children, Stephanie and Dougie. Ford said one of the toughest things about being sick was explaining the illness to his children. Renata and Ford’s children have tried, for the most part, to stay out of the spotlight.


A “Get Well” webpage was created by Doug for his brother, Rob, in order to encourage him and his family. The webpage has more than 3,000 comments wishing him the best and praying for him and his family.


This isn’t the first time the Ford family has dealt with a death from cancer. Rob Ford’s father, Doug Sr., died of colon cancer in 2006, according to Toronto Life.

An episode of Call the Midwife, the hugely popular BBC drama about the travails of women in London’s East End during the 1950s and early 60s, is to be shot in South Africa.


Filming for the episode starts in April, when several members of the cast are to fly south for a story set in the apartheid-era regime in 1962.


The BBC is expected to pay no more than the usual fee for such high-end drama, about £1m an episode, despite transporting the main characters from the drab surroundings of postwar working-class London.


Although shrouded in secrecy, the storyline could involve the sisters at Nonnatus House visiting a similar religious outfit in South Africa. Racial and political tensions at the time included the first sabotage attack by Umkhonto we Sizwe, the militant wing of the African National Congress, and a five-year jail sentence for Nelson Mandela after he was judged to have illegally left the country.


Although based on an original memoir from Jennifer Worth about her time as a midwife helping women in the East End before the contraceptive pill was widely available, the book only accounted for roughly two series of Call the Midwife.


Season six, which will start in January 2017, has been written like the others by Heidi Thomas, who said that the forthcoming episode showed how the nuns and midwives “rise to the challenge of supporting a small community in South Africa”.


So popular has the programme proved that there are tours of Call the Midwife locations, with fans visiting St Joseph’s Missionary college in London’s Mill Hill as well as Chatham’s historic dockyard, where the outside scenes are shot.


Its combination of heartache and uplifting heroism has helped turn Call the Midwife into one of the BBC’s biggest hits. The season five finale attracted more than 9.2 million viewers in March, half a million more than tuned in to watch the final episode of the fourth series, with a 38.4% share of total TV viewing between 8pm and 9pm on Sunday night.


The show has also proved a huge hit overseas. BBC Worldwide, the corporation’s commercial arm, has sold the previous five series to some 200 countries, making it one of the corporation’s highest earners.


A spokesman for the series producers, Neal Street Productions, said that the exotic location will cost no more than the usual sets in London, Kent and Surrey.


PBS, the American broadcaster, acts as co-producer to Neal Street and the BBC, which has had a string of hits in its drama department from last year’s Poldark to January’s War and Peace. Earlier this year the corporation made BBC Three online only and committed £30m of the savings to the drama department.


The costs of the show are unlikely to be anywhere near the £20m cost for the six episodes of The Night Manager, which is coming to an end this Sunday night. The BBC paid around one third of this total – roughly £6m for six episodes – with international partners paying for the rest. Simon Cornwell, son of author John Le Carré and the executive producer of the drama, told the Telegraph: “It’s a cinematic experience. It just looks amazing. It is basically a six-hour film.”

Nearly half of women who quit smoking during pregnancy take it up again soon after they give birth, according to research in the journal Addiction.


The analysis of several studies suggests 13% of women who enrol on smoking cessation programmes quit during pregnancy.


But 43% of these restart within six months of giving birth.


Public Health England says more action is needed to help mothers-to-be quit for good.


‘Wide gulf’


Smoking during pregnancy has been linked to many health problems including premature births, miscarriages, stillbirths and sudden infant deaths.


The scientists from the universities of Nottingham and York looked specifically at the success of women who used smoking cessation services to help them quit.


They pulled together several international trials, including some from the UK, involving almost 1,000 women who took part in stop smoking programmes between 1989 and 2014.


And they found only a minority of women who tried to quit smoking succeeded.


Official figures for England published by the Health and Social Care Information Centre show 11% of pregnant women were recorded as smokers at the time of giving birth in 2014-15, a steady decline from 15 percent in 2007.


But regional data shows wide differences across the country – with more smokers in poorer areas.


Prof Jonathan Grigg of the Royal College of Paediatrics and Child Health said the findings of this study were a worrying sign for the state of child health.


He added: “We need to fully support parents in the first few months with their baby to highlight to them the importance of keeping their home smoke-free.


“Health visitor and smoking-cessation services are vital to this process, but with the £200m reduction in funding for public health, these services are at risk.”


Rosanna O’Connor, at Public Health England, said: “While the rate of women smoking during pregnancy continues to fall, further action is needed to support those who find it more difficult to stop and to help those who do stop, to stop smoking forever.


“It is vital to protect babies from smoke during pregnancy and in the early months of life. The best protection for mothers, their babies and partners is to quit smoking for good.”

MANILA, Philippines – New teams Mighty Sports and Byaheng SCTEX pulled off similar blowout wins in the PCBL Chairman’s Cup Friday night at the Marikina Sports Center to serve notice of their title aspirations.


Mighty Sports continued its streak going, dumping Sta. Lucia, 80-67, and extending their winning streak to four to remain as the only unbeaten team.


Kiefer Ravena finished with 22 points while import Bright Akhuetie added 18 points and 19 rebounds to outduel Prinze Eze, his teammate at Perpetual Help, who debuted with 15 points and 10 rebounds as new reinforcement of the Realtors. 


Byaheng SCTEX got a big boost from four new players who joined the team off a stint in the D-League as it overpowered Euro-Med, 87-76, in the second game.

Wowowin consistently enters Top 10, based on AGB #JHedzWorlD



Here are the highlights of the comparative ratings of GMA-7, ABS-CBN, and TV5 programs from February 1-14, 2016 in Mega Manila.


Several shows premiered and ended during the given period.


The biggest finale was of Pangako Sa ‘Yo, ABS-CBN’s hit primetime series that starred Jodi Sta. Maria, Ian Veneracion, Angelica Panganiban, Kathryn Bernardo, and Daniel Padilla.


The heavy drama series ended on February 12, after 190 episodes. This last episode was the highest-rated show for the day. It had a score of 27.5%, much higher than That’s My Amboy’s 18.3%.


Pangako Sa ‘Yo had good ratings on its primetime slot, defeating a string of Kapuso shows, including Let the Love Begin, Beautiful Strangers, Little Nanay, and Because of You.


There was a moment in January 2016 when the Mega Manila TV ratings of PSY dipped against Little Nanay, but news of its upcoming finale kicked up its ratings again.

Another Kapamilya show ended in the given period. Dance Kids, a talent competition, aired its last episode on February 7, getting a 17.1% rating. It was lower than Ismol Family’s 19.6%.


ABS-CBN also had new shows that aired pilot episodes during the two-week period.


The first was Tubig at Langis, an afternoon drama that replaced All of Me. The February 1 pilot episode got 8.7%, about only half of Buena Familia’s 15.9% rating.


Tubig at Langis stars Zanjoe Marudo, Isabelle Daza, and Cristine Reyes.


The second was the fifth season of Pilipinas Got Talent, featuring the judges Freddie Garcia, Vice Ganda, Angel Locsin, and Robin Padilla.


The February 6 pilot episode scored 16.4%, slightly lower than Celebrity Bluff’s 16.6%.


The third was I Love OPM, a singing competition for foreigners. The February 13 pilot episode got 16.8%, defeating Celebrity Bluff’s 13.1%.


GMA-7 also had several new shows.


Willie Revillame can once again be seen daily on television. His game show/variety show Wowowin used to air every Sunday on GMA-7. However, the Kapuso show was moved to the weekday block, pitting it against Pasion de Amor during this ratings period.


The first weekday episode of Wowowin aired on February 1, with a 15.5% rating against Pasion de Amor’s 10.4%.


Wowowin also entered the Top 10 most-watched programs. It landed on the No. 8 slot last February 1 and peaked at No. 6 on February 3.


From February 1-14, Wowowin consistently beat the Kapamilya show featuring the love teams of Jake Cuenca & Arci Munoz, Joseph Marco & Coleen Garcia, and Ejay Falcon & Ellen Adarna.

Another new show was Dear Uge, a romantic comedy anthology hosted by Eugene Domingo. The February 14 pilot episode got 15%, beating Banana Sundae’s 9.1%.


TV5 aired three new shows on February 6, Saturday.


The first was Born to be a Star, a talent search. Its first episode registered 2.2%, against Pepito Manaloto: Ang Tunay na Kuwento’s 26.4% and Home Sweetie Home’s 14.8%.


The second was Tasya Fantasya, a romantic comedy series that stars Shy Carlos and Mark Neumann. The first episode got 3.8%, against Magpakailanman’s 27.5%, Dance Kids’s 19% and Maalaala Mo Kaya’s 15.4%.


The last is a music show, MTV Top 20 Pilipinas. Its .6% rating was much lower than Celebrity Bluff’s 16.6% and Pilipinas Got Talent’s 16.4%.


ABS-CBN continued to top primetime with its hit dramas FPJ’s Ang Probinsyano, which stars Coco Martin.


Meanwhile, Eat Bulaga! continued to be No. 1 on daytime.
